I don't really understand this, here's what the article says: " According to Towle, the snowboarder attached his leash to the lift and then forgot to unclip it. As he approached the unloading area, he somehow ended up hanging under the lift." While I've never boarded in North America, I have boarded at 30-some resorts in Europe and never once seen a chairlift without a foot rest. Second, it appears to be a softboot board... Most of the lifts in the Midwest are like that. Here's a random photo I shot last night to show my son what the conditions were like... but it illustrates our chairs. Foot rests, safety bars etc are totally unnecessary if you value your life and sit still till to lift gets you where you want to be.
