you have a couple of options. You could modify you boot or probably smarter (if you are not tool savy) have a professional modify it for you. Another choice would be to build up the outside of the liner with foam...I have seen kits for this availbile in snowboard/ski stores. Personally I would try this first before any cutting/drilling on my boots

I'm not sure about the Indy boot, but on my SB boot I had the same problem.

The part the holds the loop portion of the strap (part 6 in this diagram) had two positions. I simply removed the bolt and moved the strap to the lower position. It looks like this piece is incorporated into the tongue, but it might still have some adjustment. I'd remove the rear bolt labelled 'T' in this diagram and see if there's another lower position for that strap. Chances are there are two positions for the strap.

Failing that, could you just buy the next shorter strap?
